In 2016, Fall River expressed an interest in better understanding the anticipated costs associated with the upcoming stormwater Municipal Separate Storm Sewer System (MS4) permit in relation to work already completed. In response, CEI conducted an evaluation of the City’s existing stormwater MS4 and Combined Sewer Overflow (CSO) programs for compliance with the new permit. Under this contact, CEI prepared recommendations to fully meet permit requirements, including an estimated budget and a recommended division of work between the City and a consultant.

Additionally, the City conducts ongoing dry and wet weather outfall sampling throughout the year as part of their Combined Sewer Overflow (CSO) program, however the existing program did not meet new MS4 permit requirements. Therefore, all outfall sampling would need to be repeated under the new permit. CEI reviewed the existing outfall sampling and screening procedures to provide updated Standard Operating Procedures (SOPs) to City personnel for use during all field work. CEI also developed outfall prioritization and ranking procedures so that the City could perform their own classification using in-house GIS resources. 

CEI is currently under contract with the City of Fall River to provide ongoing assistance with implementation of items required under the final 2016 NPDES MS4 permit.
