GIS-Based Stormwater BMP Inspections and Nutrient Removal

Project Description

CEI is assisting multiple Massachusetts and New Hampshire communities with inspecting structural stormwater Best Management Practices (BMPs) such as infiltration and detention basins to determine maintenance needs. Under this project, CEI visits each stormwater BMP to determine maintenance and repair requirements, for example, to address downstream erosion, structural deterioration, overgrown vegetation, or determine evidence of illicit pollutant discharges from upgradient sources. All results are documented via tablet on CEI’s custom-developed app that interfaces directly with GIS in real-time. This provides towns with a snapshot that can be updated on an annual basis to view how maintenance needs change over time, ultimately providing a maintenance schedule and prioritization for all stormwater BMPs within town. 

For some communities with nitrogen and phosphorus Total Maximum Daily Loads (TMDLs), CEI is also working to estimating pollutant reductions provided by existing stormwater BMPs to allow the town to take credit for existing stormwater treatment being provided. CEI is completing this by a combination of as-built plan review and field measurements before then using EPA’s modeling tools to estimate nutrient removals from each location.
