
CEI has prepared dozens of Vulnerability Assessments and Emergency Response Plans for both municipal and investor owned water systems. For example, CEI sought a federal grant for Pennichuck Water Works, a large investor-owned water company serving several communities in southern New Hampshire and several other systems elsewhere in New Hampshire and Massachusetts. The initial grant covered the preparation of both a full Vulnerability Assessment (VA) and Emergency Response Plan (ERP), as required by EPA.
In preparing all VAs, whether for water supply or wastewater, CEI tours each critical facility and creates a photographic record so that recommended improvements can be shown for each site on the photographs. Cost estimates are also provided, with engineer's estimates made where appropriate and typical vendor costs used elsewhere.
Our focus is to create an effective VA that will prevent the most likely and damaging problems through implementation of cost-effective measures. A tiered emergency response plan is also developed to identify rapid response measures needed and the level of response necessary depending on the circumstance.
