Stormwater Utilities (SWU) are now being considered by many Massachusetts municipalities due to tight funding and current sources of money mostly being from the general fund. Increasing O&M costs and pressure to do more from regulatory agencies is proving difficult to fund when competing with schools, Fire and Police for limited dollars. CEI is currently working with several communities to:

1. determine if a SWU would be feasible and benefit the community;
   
   
2. if so, identify SWU options and help decide what type of SWU would best fit the community;
   
   
3. assist the community in promoting the SWU to ensure community understanding and;acceptance and
   
   
4. SWU implementation including development of a credit system, accounting set-up and trial run of bills.
