Capital Improvement Planning on a Watershed Scale to Improve Water Quality

Presentation from the January 2012 Joint Monthly Meeting of the New England Water Works Association, NH Water Works Association and the Green Mountain Water Environment Association held in Nashua, NH. Presented by: Donald Ware, President, Pennichuck Water Works, Inc. and Eileen Pannetier, President, CEI.

This presentation outlines the comprehensive Capital Improvements Program that Pennichuck Water Works is implementing in their primary watershed, Pennichuck Brook, which runs through 5 southern New Hampshire towns. Unlike most watershed programs, this program is tied to specific measurable goals and is tracked over time with real time monitoring. Projects that have already been completed have included LID retrofits of commercial parking lots; construction of dozens of small scale stormwater practices; and most recently the construction of a major detention basin retrofit on the FE Everett Turnpike. The project also has significant public education components and is routinely checked against a system-wide monitoring program.

CEI worked with the Town of Lancaster, Massachusetts to develop an IWRM Plan for a largely undeveloped northern section of town.
