CEI provided technical and turn-key support services to MA Highway Department and Metropolitan District Commission, in addition to directing the MCP process for North Point Park. CEI conducted a detailed facility audit of the run down factories and warehouses on the designated park property. This included interior building sampling and drilling programs to determine the nature and extent of suspected releases beneath the buildings' floor slabs.

One of the buildings designated for demolition, housed numerous drums and small containers of unidentified waste, mercury lamps and PCB ballasts, with the exterior of the building having been covered with asbestos fiber laden paint. In a joint effort, under a contract with MDC working through MA Highway Department's disposal contractors, CEI directed the waste removal and disposal program. CEI was then responsible for developing an innovative DEP Work Plan and provided turnkey demolition/asbestos abatement services on the remaining building structure.

CEI's approach saved over $245,000 in implementation costs.
